Budget Hearing – The board presented the preliminary Operating Budget for fiscal year 2020 and reviewed it in its entirety.

The board also presented the draft Warrant, which includes proposals related to Broadband, road projects for Willard Hill, Mason, and Brown Roads, purchase of a gravel operation, repair or purchase of highway vehicles, funding of capital reserves and a town contribution toward repair of the Lake Skatutakee Dam. Copies of both the Preliminary Budget and the Draft Warrant will be available at the Town Offices and on the Town Website.

The final proposed budget and Warrant will be presented at Town Meeting on Tuesday, March 10, beginning at 7:00 pm at Wells Memorial School. Final versions of both the budget and the Warrant will be posted by February 24.

At 9:40 pm, the SB moved and voted unanimously in favor to continue the meeting to Friday, January 31, at 9:00 am at the town offices.

 

Continued Minutes of the Select Board

Broadband Committee/Broadband Improvement  –  The Broadband Committee shared their recommendation for moving forward. Following their extensive review of the RFP submissions, their recommendation to the Select Board is to pursue discussion with Consolidated Communications. Mr. Maneval and Mr. Norman also discussed with the Select Board the outstanding matters on which they seek additional information, and the specific points that need to be addressed for a contract to be acceptable. The SB concurred with the recommendation. Following discussion, the SB moved and voted unanimously in favor for the Broadband Committee to proceed with negotiations with CCI and appoint Andrew Maneval and Doug Norman as designees of the SB; the SB also moved and voted unanimously in favor to bring forward a Warrant Article for Town Meeting, with the understanding that a specific contract may not yet be in place.The goal of all is to have as much information as possible disseminated to voters for the Bond Hearings and for Town Meeting. Again it was noted that any negotiated contract or securing of a bond would require the approval of the Select Board and the voters.

A second Budget Hearing, and a Bond Hearing and Public Benefit Hearing on the Broadband Improvement were scheduled for Thursday, February 13, at 6:00 pm.  Mr. Maneval will email the recommended language for the Broadband Warrant Article to the Select Board.

Recycling Center – 2020 stickers are still being sold at the town offices and at the Recycling Center during operating hours.

The SB Signed the pay warrant in the amount of $52,506.85.

The SB further prepared the 2020 operating budget.
